(RALEIGH) - The state auditor says a nonprofit economic booster group managed some recruiting events poorly and reimbursed its director for expenses without proper receipts.

The report on the North Carolina's Eastern Region economic development group is the second critical audit of such a group in two months.

The Eastern Region has received millions of dollars in state funding and fees since it was created in 1993. The report from auditor Les Merritt's office questions the group's oversight of several events.

The group spent over $15,000 for a guesthouse, tickets and refreshments at the 2005 US Open golf tournament.

Former director Tom Greenwood acknowledged making up some receipts for meal expenses when he forgot to get them. Greenwood quit in February after nearly eleven years on the job.

The Eastern Region was once called the Global TransPark Development Zone and covers 13 counties in eastern North Carolina.
